In the state of Maryland , the US Patriot Act of 2001 requires several standards be held, in the issuance of CDL licenses with HAZMAT endorsements. This includes, but is not limited to background checks, fingerprint processing, as well as additional knowledge.

Skills Test

The Maryland Motor Vehicle Administration (MVA) will often waive the CDL skills test requirements for veterans. This is situations where they have been honorably discharged within the past year. They will also waive it for .active duty personnel who meet specific criteria and wish to obtain a CDL for classes A or B.

The applicants must:

Have a clean driving record.
They must have two years of experience with a military motor vehicle. It must be part of their paid service function. It must be a commercial vehicle that the personal intents to operate after they are done with their service tenure.
Have a valid MD Class C license ono-commercial license of higher.
They must still pass the standard CDL vision and knowledge tests . The waiver is only for the skills tests and applies to only types A and B.
Their Commanding Officer must certify the number of years that they have operated the military vehicle that they are intending to operate with their CDL.
They must provide the MVA with a US Department of Transportation Physical Card. They must also provide an exemption or waiver if required.

THEPERMITPROCESS

Proof of age, identity, and Maryland residence.

A vision screening test and knowledge test must be passed.
You will need to be able to provide proof of your social security number.
You cannot obtain a CDL learner permit if you are below the age of 18. If you wish for interstate transit, you must be at least 21 years of age. You must first possess a full MD license. This cannot be a motorcycle license .
You will need to be able to provide proof of your social security number.
You cannot exchange an out of state learner permit for a MD learner permit or CDL license.
You need a current US Department of Transportation (DOT) physical card, as required by the Patriot Act. An interstate waiver can be applied for if the situation warrants it.

HAZMATANDTHEPATRIOTACT

The US Patriot Act requires that you provide the following, in order to get a HAZMAT endorsement:

The Permit number you received when you passed our written test
Valid ID
US residency status

After this, the TSA will require you to go and get fingerprinted. There will be a background check from both TSA and the FBI run on you. The fees for this are as follows.

$38 for fingerprints.
$14.50 for the FBI background check.
$34 for the TSA background check.

The TSA makes every effort to finish background checks within 30 days. You will be given notification by mail. If you are selected, you can then check with your state’s licensing agency or authority (wherever you got your CDL) to finalize your hazmat application process. You can plea or seek a waiver, if you are denied.

It is a must that Hazmat endorsements be renewed at least every 5 years.
Get an up- to- date background check every time you renew your hazmat endorsement.
Your state might require renewal more often.

You must make arrangement for the background check no later than 30 days prior to the expiration of your existing approval, or your CDL may be disregarded.

You are automatically eliminated from getting a HAZMAT endorsement if you have been convicted of any of the following crimes.

Murder
Robbery
Terrorism
Extortion
Smuggling
Rape or aggravated sexual abuse
Immigration violations
Crimes involving a severe transportation security incident
Dishonesty, fraud, or misrepresentation, including identity fraud
